Mazatlan’s Aerospace Industrial Park

Mazatlan, Sinaloa, is poised to emerge as a significant player in the aerospace industry with the construction of the Mzt Aerospace Park. This expansive project, divided into two phases, seeks to become Mexico’s aerospace R&D epicenter, complete with a distinctive attribute: a dedicated airstrip for testing experimental aircraft and a maintenance, repair, and overhaul (MRO) facility for aircraft upkeep. Even the potential inclusion of air cargo companies within the complex is on the horizon.

The park could have a pivotal role in propelling the aerospace industry forward, Lino Suárez Guzmán, Partner, Singular Aircraft, tells MBN. Its initial phase, spanning 68 hectares, boasts cutting-edge infrastructure and technology, aiming to redefine aerospace manufacturing and help the industry integrate with the automotive sector.

Construction commenced on Jan. 4, 2021, after six years of planing and regulatory navigation. The park aims to support autonomous aircraft, drones, and eVTOLs, necessitating a dedicated space for experimental flights.  Drone flights will be available within the first phase of the project.

With an eye toward the future, plans are underway for a second construction phase, extending the park’s footprint to a potential 203 hectares. Although the runway might stretch to 3.2km during this phase, the initial launch will feature a 2.2km runway. It was built in collaboration with the Federal Civil Aviation Agency (AFAC), Mexican Air Navigation Services (SENEAM), the Navy (SEMAR) and the Air Force. Through its partnership with SENEAM, the park can ensure the provision of a separate airspace for flight testing and certification without impacting local communities.

Conscious of environmental responsibility, the park is pursuing Leadership in Energy and Environmental Design (LEED) certification, says Suarez. Furthermore, membership with the US Green Building Council will empower it to self-certify as an ecologically aware entity.

The momentum gained from multiple industrial projects, north and south of Mazatlan, could establish the city as a premier global investment destination for manufacturing. As the MZT Aerospace Park gains traction, other ventures join the industrial landscape, solidifying Mazatlan’s prominence. For example, Suarez says, that the park expects a flight authorization from AFAC in November, allowing aircraft transport and flight operations to begin in January 2024.

Mazatlan is an ideal location for the aerospace industry due to its geographical advantages. It faces the Pacific Ocean and has convenient access to major transportation hubs in North America. We engaged a specialized office to identify the perfect site and, after evaluating several options, we found the ideal location, purchased 68ha of land and built a modern industrial park with LEED certification. The park includes a 1.2km runway and offers a range of facilities and services required by aerospace companies. Our goal was to create the most modern industrial park in Latin America and to make Mazatlan a paradise for the aerospace industry.

Prominent firms from the EU were hired to design a mega park that features a microgrid for co-generated internal energy. The park has a gas pipeline to supply natural gas to all companies and a water treatment system that recirculates 85% of treated water. It offers green areas with over 2,000 endemic trees, an executive hotel, a shopping mall and spa, housing areas and corporate office buildings. The project officially started in January 2021 after a strong investment to level the rugged ground.

After a four-month investigation, ICF produced a document that named the park the next Silicon Valley of the aerospace industry but it also highlighted a problem: the park was too small for the proposed projects and the runway was too short. ICF recommended a 3km-long runway and a larger park. To accommodate the recommendation, the neighboring land was purchased, increasing the park from 68ha to 213ha. The park also includes facilities for maintenance, repair and overhaul (MRO), fixed-base operations (FBO) and manufacturing spaces for new technologies.

In 2022, we received a visit from an Asian automotive company that manufactures some of the most high-tech trucks in the world. Although it already has an assembly plant in Mexico, it imports truck chassis by boat because they contain crucial technology. This led to a discussion on why Mexico does not have a more developed industry at its ports like the EU and other developed countries. However, this discussion also led to the realization that MZT Aerospace Park’s location will be ideal for the automotive industry, given our privileged location, state-of-the-art technology, clean energy, natural gas and abundant water. The company is not trying to replace any production lines in Mexico but to offer an additional option for new production lines.

A vehicle test track has been designed to contribute to Mexico’s automotive industry. This space is not just designed for testing tires but also for testing new technologies for EVs and hydrogen cars, and even for autonomous vehicles. They are looking for a partner for this business model and are willing to share it with the industry. The park wants to stand aside and let partners take the lead to make this project a reality. We also want to replicate our experience in the aerospace industry by creating a mega laboratory for the development of new technologies within the automotive industry. Testing engines or car equipment at sea level offers certain benefits, which is why we thought of creating a development platform for track vehicles.

Our region needs opportunities for talented students who are graduating from highly specialized universities in fields like electronic mechanics and mechatronics engineering. Many of these students are forced to leave the area to find job opportunities and our goal is to create those opportunities right here in Mazatlan. To achieve this, we have signed agreements with several universities, including UNAM, the Aguascalientes’ IPN, the Universidad Aeronáutica en Querétaro and Universidad Autónoma de Sinaloa. By partnering with these institutions, we can tap into the talent pool of recent graduates and provide them with job opportunities close to home.

In addition to creating job opportunities, we also have plans to establish a training center within the park that will provide technical personnel the tools and training they need to work on production lines. We have already set aside a special area within the park for this purpose. Through our partnerships with universities and other experts in technical training, we are confident that we can create a skilled workforce that is ready to meet the needs of any company that sets up operations within the park. We have received a great deal of support from the state government in this endeavor and we are confident that together, we can create a thriving business community that benefits everyone in the region.

The plans for this year for the aerospace park is to include the installation of natural drainage water systems, pluvial systems, telecommunications with fiber optics, natural gas and electricity. We are implementing a microgrid with solar panels on the roofs of companies to generate clean energy. The solar panels will be installed in 3Q23. We are working on urbanization for phase 2, engineering for the landing strip and expanding the dirt landing strip to 1km. In addition, we are waiting for the Federal Agency of Civil Aviation (AFAC) to grant the Flyox 1 aircraft its flight permit to start experimental flights on the track. We are also working on the engineering for the 3km megatrack, which will be ready by mid-2025, and analyzing its capabilities for cargo planes.

Ingredients

  • 1/4 c. unsalted butter, melted, cooled, plus more, softened, for pan
  • 1 (8.5-oz.) package of corn muffin mix
  • 1 tbsp. plus 1 1/2 tsp. granulated sugar
  • 2 large eggs
  • 2/3 c. whole milk
  • 1/3 c. heavy cream
  • 2 c. frozen corn, thawed, drained
  • 1 (15 oz.) can cream corn
  • 3/4 tsp. kosher salt
  • 1/2 tsp. sweet paprika
  • 1/4 tsp. freshly ground black pepper
  • 2 tbsp. sliced chives

Method:
Step 1
Preheat oven to 400°. Grease a 2-quart baking dish with softened butter. In a large bowl, whisk Jiffy mix and granulated sugar until a few lumps remain.

Step 2
In a medium bowl or large measuring cup, whisk eggs, milk, cream, and melted butter. Add egg mixture to dry ingredients and stir until just combined. Stir in thawed corn, creamed corn, salt, paprika, and pepper.

Step 3
Pour the corn mixture into the prepared dish. Bake casserole until set and the top is golden brown, 45 to 50 minutes.

Step 4
Top with chives. Let cool slightly before serving.
